Governance Is Not a Coordination Layer
Three launches this week called themselves a “control plane for AI agents.”
Guild.ai. Microsoft Agent 365. A category forming in real time.
The market has arrived at a diagnosis: AI agents can’t run without governance. Identity enforcement. Audit trails. Kill switches. A place where every agent execution is logged, every action is traceable, and someone can answer the question — what did the agent actually do?
That’s a real problem. I’m glad the market is building for it.
It’s also not the problem burning out knowledge workers.
Two coordination problems, one label
The governance problem and the coordination problem look similar from a distance. Both involve AI agents operating across complex environments. Both involve humans who need to understand what’s happening. Both involve things falling through gaps.
But they’re structurally different.
The governance problem is organizational: who authorized this action, what data did it touch, can we audit the reasoning chain? This is a compliance question. Enterprise IT owns it. Tools like Guild.ai are built for the team that runs the infrastructure — and they should be.
The coordination problem is personal: what’s still open, what was handed off and not returned, what does this person need to hold in their head to make the next decision? This is a cognitive continuity question. Nobody owns it. There is no category being built for this.
Both have been called “coordination.” They require completely different solutions.
What governance tools don’t solve
You have twelve agents running workflows. They’re fully governed. Identity enforced, access controlled, every execution logged. IT is satisfied. Compliance is happy. The audit trail is clean.
You still have forty-three open loops.
Because twelve agents running in parallel means twelve streams of outputs, commitments, follow-ups, and implicit questions. Some land in email. Some land in Slack. Some land somewhere you’ll find out about next Tuesday when someone asks why it wasn’t done. The governance layer knows what the agents did. Nobody knows what they didn’t close.
That’s the coordination failure. And it’s happening at the individual level — in the head of the person who delegated the work and is now responsible for understanding what came back.
Writer.com published data this spring: 79% of enterprises face adoption challenges despite high investment. The top barrier isn’t security. It’s process: 33% cite unprepared business processes as their primary blocker. Not governance. Continuity.
The distinction that matters
Two different problems require two different architectures.
Governance scales horizontally. One governance layer covers all agents across an organization. You configure policies, define identities, set access rules, read the logs. This is infrastructure for administrators. It compounds through standardization.
Personal coordination doesn’t scale that way. It scales with the person. You need a system that understands what this person is tracking, what’s actually open versus handled, what requires their attention versus what can resolve without them. That’s not a policy question. It’s a context question. And context doesn’t horizontalize.
The first is an enterprise IT sale. The second is something closer to personal infrastructure — the coordination layer that lives above the tools and below the person.
The first is getting funded and launched. The second barely exists as a named category.
What this week’s launches confirm
I don’t want to diminish what Guild.ai and Microsoft are building. The governance layer is real and necessary. Enterprises running dozens of agents in production need exactly what these tools provide.
But look at what they confirm by omission.
Every launch this week defined the coordination problem as: how does an organization know what its agents are doing? That’s the question they’re answering. It assumes the question is institutional — about the organization’s visibility into agent behavior.
The question that knowledge workers are actually asking is different: who’s managing what I delegated, and what still needs me?
Those aren’t the same question. The first is answered by audit logs. The second is answered by something that tracks commitments across time, understands context, and actively closes the loops that would otherwise accumulate in a person’s working memory.
Governance infrastructure tells you what happened. Coordination infrastructure determines what happens next.
The market has built half the layer.
The category gap
The AI productivity research this year converges on one finding: efficiency gains from AI tools are not reaching individuals. The BCG study found 14% of knowledge workers cognitively overloaded — not from doing more work, but from supervising AI outputs. MIT’s NANDA initiative found 95% of enterprise AI pilots produce no measurable financial impact. The mechanism cited consistently is the same: poor integration, fragmented handoffs, missing coordination between tools and between tools and people.
The market’s response has been to build governance.
Governance is the right answer to a different question. It addresses the organization’s coordination problem — keeping agents under control, traceable, governed. It does not address the knowledge worker’s coordination problem — keeping humans out of the loop for everything that doesn’t require them, and sharply in the loop for everything that does.
That second problem is where the productivity gains are disappearing. It’s where cognitive overload is being generated. It’s where the 51 lost workdays per employee per year are going.
It is not where the venture dollars are.
The signal
When a market begins launching “control planes” for a problem, it means the problem has been officially named. That’s meaningful. The Solow Paradox from a week ago — enterprises deploying AI with no measurable productivity gains — is getting a response. The response is governance.
What the response reveals is which version of the problem has been legible to enterprise buyers, and which version hasn’t.
Enterprise IT can buy a control plane. Knowledge workers can’t buy a coordination layer for themselves — because one doesn’t exist yet.
The governance layer being launched this week belongs to IT departments.
The coordination infrastructure that would actually close the loop for knowledge workers doesn’t have a product, a category name, or a vendor charging for it.
That gap is not going to close itself.
And the knowledge workers currently holding those forty-three open loops in their heads are the proof.
